Uber’s H3 Hexagonal hierarchical geospatial indexing system (https://h3geo.org/) is actually a Discrete Global Grid Systems (DGGS).
DGGS are spatial reference systems that use a hierarchical tessellation of cells to partition and address the globe and provide alternative
spatial data format and indexing methods as compared to traditional vector and raster spatial data. H3 cells are not as identical across the globe as you hoped but there are more open-source DGGS implementations, incl. Google S2, rHEALPix, OpenEAGGR, and DGGRID.
